where is a reliable character from whom i can buy lockpicks whenever i need them ?

Mostly Tingalf has some. And if you lucky, the others have some from time to time.

If you started the game after installing the v1.34 patch, Finnigan in the Ducal inn in Verdistis is a good source of lockpicks and traps. Otherwise, Blake in Ars Magicana and Mpenzak in Verdistis sometimes have lockpicks.

I just noticed in a chest in the celler of Joram, I have 30 scorpion traps, 80 spider mines, and 96 lockpicks. mmm. weapons of mass distruction in there sumewere. oh, under my lunch.
