Silence has been essentially "broken" from the start. Not sure Larian will ever bother looking into it.
By "broken" I mean that the way it is described (stops sounds) and the way it is coded are visibly 2 very different things (I suspect the code to be a simple "creatures cannot cast spells").

systemic way.
I hope that, eventually, someone in charge of writing the tooltips will rewrite that of Silence to "creatures in the Silence area cannot cast magic spells".
