Dragon scales is a great idea, and Baldur's Gate II implemented that nicely. You took the scales to a smith who forged the armor for you -- then maybe you could upgrade it with a dragon's heart. Although as it is now there are too many dragons in the game. Maybe if the dragon fights were harder... like dragonriders don't drop them but full on mature adult dragons do.
