Yes, it's a mod! The basket full of clothes from Nexus. The creator mashed up three wizard tops with some nice looking pants, added a +14 armor and they look really fun on the characters. One of them has a vague Cowboy look to it and all. They are perfect for what I call a "narrative" run of the game, as you get the perks and the looks but you can concentrate on unlocking more dialogue bits and story.
Oh, I already have that mod. I haven't tried out all clothes yet. I have this one on my current character:
