I've encountered various types of behaviour from the minotaurs at different times so I'm guessing an intermittent bug; seems maybe there's a pathing issue when approaching from the Zhentarim lair, but that's just me making assumptions. Still, since I got well and truly pwned the first time encountered them, I've no objections to them just standing around going "hurrr!" while I lob random stuff at them.
