I must say that I share OP's opinion regarding the Character Creation music. I absolutely hate it and make sure to mute music whenever I am about to create a new character.
However, I am fully aware of that this is a matter of personal taste and I am rather picky with game music overall - ESPECIALLY the music that is played in character screen / meny etc.
In general, excluding the meny music, I find the music to be "okay". I am not gonna mute, but nor does it really give me goosebumps.
