Trust me, it's not the first report of Lucky not working right, it's a topic that's been chewed over a few times since I've been here, and I and I'm sure many others have submitted their reports on it to Larian directly.
No it hasn't, I searched the entire forum for posts on it. Unless nobody knows how to spell "Lucky" or ""Halfling".
