I had the same problem today. I teleported him into the tent. Then he escaped himself and slipped on some ice, got knocked out, and ran back into the tent. I could not interact with him and could not complete the quest.
I reloaded my save and teleported him to the other side of the oil platform (closer home) - from there he started running home and everything went fine.
