There should be a key for most of the locked doors and cabinets. The key for the armoury is in the room just north of there. <img src="/ubbthreads/images/graemlins/think.gif" alt="" /> I don't recall being unable to open anything.
There is no way to get into the treasure room, except by cheating (
Teleporting Anywhere, via hex editor).
I put all my loot into one chest, and tossed it out the front gate, to be picked up later. It will not disappear.
There is no quest relating to Stan's Bow. I believe one of the existential skeletons in the catacombs was named Stan....
