I had this issue with Devil's Sight as well; I didn't notice it first since my character already had darkvision, and I got it for the magical darkness benefits, but when I opened the character profile and hovered over the Devil's Sight perk, the description box was just a bunch of question marks and "error not found" messages.
Still a problem after half a year:
