That is the question, isn't it: how is Larian using the telemetry data?

Its just first step of the process. They noticed that something is off ... that is what telemetry is there for.
Feel free to corect me if im wrong, but this is also case of Patch 5? Bcs if so, im quite curious about what they mean by "flashy" ...
