I hope not, at least i don't think they can't copyright such a system but i do not know for certain.
Well its Bioware/EA so the answer is probably yes especially if it is a modification of the wheel that ME uses which it looks like it is.
FYI - the ME wheel dialogue thing is 100% copyrighted. So I would say this is also copyrighted.
