It doesn't work means it does not do what the tooltip says.
Plus, if you succeed on dialog checks you can both save the girl and take the Auntie Ethel's Hair but in this case the game does not give you option to chose between different types which offer increase on different ability scores, it just gives you the Hair that increase str ( at least it was the case with my fighter talking to her). Regardless the outcome tho, none works.
