it will put them back on, at every opportunity, and there's nothing you can do to stop it from doing this. No, the filters in the options menu don't work properly, and they never have, and even if they did, that still wouldn't cover the behaviour that is the greatest problem here.
I am not quite sure what you are refering to. I set in options so it won't add anything to the hotbar automatically, other then skills and it works as advertised. Those skills, of course still need to be organised and items sorted into containers and assigned to hotbar manually. It's tedious, tiring, unnecessary and will become a nightmare once one bar won't be enough to space out and hold all that I want, but I didn't find any misbehaving in the actual funcionality provided.
