found work around. larian responded to a bug report! Its odd but it works! I just had to talk to gale while attempting to lock pick. you go to the container and attempt the pick. nothing will happen then have the lock picking character go to gale and start dialogue. the dex check will pop up and then the dialogue options. exit the conversation and roll. then wash rinse repeat for future locks. not ideal but it works till they can patch it.
