Sounds like matter of perspective ... I would say that give players +3 leather armor this early in the game would be lame.
Later today i shall check her stats when get to computer.
But quite honestly ... If i had to decide between ridiculosly OP loot from this easy boss... And some ridiculous buff that have no support in rules to make her compareable even tho she is wearing Leather only ...
I would choose the second.
If you would like her to drop so strong armor, the all goblin leaders would have to be together for a fight ... to make you earn it.
