I think cheesy exploits in combat like double surprise rounds, Shoving and Stealth are a much bigger problem than introducing higher level enemies and nerfing them. 
They can just put high level monsters there with full stats because you don't necessarily have to fight them. You can surprise murder a hag or a githyanki patrol before they even get a turn, Stealth or roof cheese three ogres or shove Dror Ragzlin and Minthara into a pit without fighting them.

Even the turn based combat itself can trivialize encounters. One of the BG3 youtubers just killed Omeluum and Blurg in a fair fight without them ever getting a turn because of initiative order. All it takes is some Action Surge and Twinned Spell to alpha strike higher level enemies after winning initiative.
Only the Intellect Devourers were nerfed hard anyway. They should be called Hatchlings or Newborns. We probably want to encounter a REAL Intellect Devourer at some point.
I have no problem with Lesser Imps on the Nautiloid. They can fly so it makes sense they would attack a flying ship. How did the Hellboar get up there though? And why are these demonic looking boars as weak as goblins?
Leveling is too fast in EA for sure.
