Well it appears that instead of a point buy of 27 and then getting our Racial Bonuses we just get a point buy of 27 points with the Racial Bonuses cooked into those 27 points.

Which really means that we do not get our Racial Bonuses at all.

This really needs to be fixed since having to only spend 27 points means creating what I consider to be a sub-par character who only gets a total of 75 ability points who gets no Racial Bonuses. So my Wood Elf Cleric you should have 78 total ability points still has just the 75 points and no increases for DEX or WIS.

So, right now you're definitely getting the points - your dex primary races can raise their dex to 17 in character creation, for example.

Are you saying that as of right now, the Cost of increasing values is increasing as though this was all base state (So, a character with 13 Dex in character creation on a racial primary score has to pay to point cost of going from 13 to 14 to increase it, rather than the point cost of going from 11 to 12), resulting in more cost overall for fewer final stat points?

A quick check shows that this doesn't seem to be the case either: Under normal point buy, you can purchase 13, 13, 13, 12, 12, 12 and bee out of points. If you wanted to purchase a 15 (from a 13), you would have to give up two of your 12s, and drop them to 10 each to regain the points needed.

Currently, in game, if you start with an elf (dex primary int secondary), and add points on as though they were all 8, you again can make the same 13, 13, 13, 12, 12, 12 - except that the Dex 13 is actually 15, and the Int 12 is 13. - If we'd been actually charged the point cost of going from 14 to 15, instead of for going from 12 to 13, we would not have been able to raise the last score above 10.

It seems to all be working correctly as of right now.

Edit: Since you seemed to be talking about total ability scores, added up, you might be making a mistake in how you think point buy works. Rememberer that buying higher scores cost more points per ability point purchased. Buying from 14 to 15 costs 2 points per increase, while buying from 10 to 11 only costs 1. This means that with normal point buy, if you buy flat stats (13, 13, 13, 12, 12, 12), you'll end up with a total of 78 (including the 3 your get from your race) if you add all of your ability scores when you're done... but if you increase 2 of those scores to 15, and evenly distribute the rest, you will only have a total additive ability score tally of 72 (including the 3 you get from race). This is normal.
