Currently, it is possible to attack and hide inside these 2 identical cloud spells each round. If the whole party does this, the ai is effectively paralyzed. Additionally, you can fire into and out of these effects if they are placed on uneven terrain. I'd suggest that the ai have some tactics it can use to counter these strategies and that the bugs with their functionality be fixed.

Darkness should not be identical to fog cloud. Placing them on stairs should not alter either spells effects.

Why doesn't the ai walk into the darkness and hide to become as invisible as the player?

Why can't the ai fire random shots into clouds to attempt to hit the player?

Why doesn't the ai move out of range of the cloud to lure the player out?

Why doesn't the ai enter the cloud to engage the player?

I have used sneaking extensively (pre-combat) but I did not try to abuse it. However, the potential for abuse is there.

I mean stealth is supposed to be kind of strong but indeed the AI should get means to cope with that.

1) I think you can hide in darkness you fight creatures with darkvision, which is strange.

2) The AI should indeed try to either investigate or remove the fog cloud. Or case dancing lights when the AI suspects somebody is using darkness...

3) A small detail but it is still there. Being invisible should actually not be the same as being hidden and invisible, which is not quite as it should be (at least in 5e). Even when invisible, you should expend a hide action to hide.

4) Maybe give the AI a bit longer range of its sight as well.

1) darkness is supposed to trump darkvision. It's what makes the Warlock invocation devils sight strong.

2) darkness is supposed to be a zone of darkness that extinguishes low level magical light spells and mundane light sources.

3) as it is, hiding in Darkness is invisibility right now and it doesn't cost an action. The ai needs to be smart enough to account for this fairly basic tactic. What will combat be like when we have access to greater invisibility?

4). Whatever works to make the ai behave as though standing in front of a zone of darkness with blasts of energy and arrows flying at it from an unseen source is a bad idea

A clarification: I meant non-magical darkness, not the spell. That might have created some confusion.

That explains a lot.
