I don't think this is a bug. It's just an easy way to for EA players to get plenty of gold and revivify scrolls. I doubt it will be in full release, but then again Withers may not be either since he fulfills the role of being able to get players rezzed who died offscreen.
The only potential bug, or exploit here is that he dont care if you steal from him ... Incerasing difficiulty for stealing those scrolls would be fine hotfix in my opinion.
I still dont understand why cant we change Race for our hirelings. Lets us play Githyanki as racist as they trully are!
