How in the hells is this shot a 100% for a level 1 character?

If I was playing an archery focused elven Fighter I'd feel GREAT to be able to make such shots with a 95% accuracy
after gaining some levels, ability increases or feats. When a level 1 anyone with 8 Dex and no proficiency can grab a bow and do the same, it doesn't feel so great anymore. Even just comparing a Heavy Armor melee Fighter build with 8 Dex and a Barbarian build with 14 Dex, it would feel great to get that extra 15% chance and versatility to hit a rope with a throwing Axe.
Not to mention the environmental stuff like this is usually very powerful. Like this is an instant kill of 2 enemies, with 100% success rate. Why does everything they add completely ignore D&D rules and tends to be grossly overpowered?
Why don't the ropes and beams you can target and always one shot to cause some kind of mass destruction have an AC? Why is a level 1 character who can't reliably hit a goblin at close range suddenly a legendary archer like Legolas or Wilhelm Tell when aiming at ropes or chains at maximum range?
Add an appropriate AC for these targets, please.
