Starting underwear should be based on your background, not race. Silk and lace for the nobility, rags for the urchins.
I have to admit, I very much like this idea. Unfortunately, most if not all of backgrounds other than the aforementioned ones will have very little differentiation, and as such would probably be bundled together into the "generic" category.
