As you said, Tides of Chaos is *the* Subclass feature. It's the entire point and not resetting Tides with a Surge breaks the class

As you said, given that there is no DM...resetting on a Surge makes the most sense.

Besides, just from playing it, I don't think it only occurs on a 1 (5% chance) and the description says using Tides of Chaos *increases* the chance of a Surge

Oh OK so they got that bit right – even though it didn't feel like my odds increased. Hopefully it's just not fully fleshed out yet. There are a lot more things you should be able to use Tides on but that won't work until there's a proper reaction system – eg. being able to interrupt a saving throw to add advantage with Tides. Maybe they'll fix the reset when that comes online – fingers crossed.

hopefully...the reaction system is probably the biggest question mark
