I can add to this encounter...
After the cutscene with Mirkon my party members were not entered into combat. While I was waiting for that to happen one harpy kills Mirkon. My party is still not entered into combat.
Without moving, I kill the harpy that killed Mirkon by casting several fire bolts. The party is still not entered into combat.
After engaging the next harpy all characters were entered into combat.
