If I'm not wrong except the rogue, no one should have 2 bonus actions / round.
Considering that the modifier is not added to the damage roll, I don't really see any issue if the rogue can do 2 offhands attack / round. It's a bit more powerfull than it should but I think it won't be a huge problem (average +3.5 damage per round with a light weapon)

The items, once again are an issue.
Because as you said, the "charge" will make him even stronger... and because there is another stupid item that grants you another bonus action if (if I remember well) you have less than 50% hp whatever your class... which mean 3 offhands attack for the rogue and 2 for other dualwielding classes.

So no, I don't think they should add this "per turn" to everything. They should remove it totally but also remove everything that easily gives you another bonus action.
But I think they're really bad at designing items and really good at breaking their games.
