Yeah unfortunately what you see in your picture is the twitch integration voting feature. Your friend can still vote in dialogue by having your friend join the dialogue you're having, and click on the dialogue option they prefer. On your end, you'll see their name and the number they choose in the bottom right on the screen, but it's still whomever who's leading the conversation that chooses the dialogue option.

To be noted (this is feedback that has been given several times already, but who knows, here's to one more time) :

  • You can "vote" for the dialogue option you'd like your conversing friend to select. But once they select an option, you don't see what they picked. The closest thing resembling a solution is to super-impose the dialogue history during the conversation. Or you can ask your friend after every selection "so what did you pick ?". (So long for the multiplayer focus in BG3.)

  • You cannot change the "active character" during the conversation, and in particular you cannot choose who rolls on a dialogue Ability Check. (So long for this being a party-based RPG, and for cinematic dialogues putting the focus on the party.)
    So as much as I agree with Wyll when he implores that someone should persuade Kahga not to jail Arabella, my only (head-canon) option is to tell him "yeah, totally agree Wyll ... if only someone smooth and charismatic could try to persuade her. Oh well, I'm a lonely Ranger who's not good with people, but I guess I'll try".
