Fewer chests with more valuable contents are definitely needed. Coins, gems, good gear and (rarely) magic items are the kinds of things I'd expect people to actually take the time to bury.
I also think it would be cool if there was something to lead you there, e.g. a note in someone's house, a big, obvious tree, a suspicious patch of dirt, etc. In the event of a note you could get advantage on the perception roll for finding it because you have foreknowledge on account of having read about it.
Essentially what I want is to find actual valuables buried for legitimate financial or narrative reasons rather than tripping over boxes of hammers and boots every ten feet.
