What do i think her intentions were? I think she was intended to be red prince's partner in solidifying, build, and expanding the empire via the return of dragons. She is the other half of the puzzle needed to bring forth the destiny for red dragons to return. If the lizard empire had any chance of expanding / surviving and thriving, their meeting and mating had to happen.
Now, going deeper, as far as benevolence or selfish with her motives, I'm not sure if it's really important based on her status as a companion's lover. Trust me I totally get being really really really into characters and wanting to know more about them. But whoever created her and cooked up her background, while I'm sure they had a lot of ideas informing their implementation of her, I don't know how much more depth a tertiary character gets intention wise from developers. (For example, Malady is my most favorite supporting character ever in a fictional story - i want to know everything about her, her deals, her motives, etc. So i get the wonderment and how it is to expand on a character that isn't showing us the answers we want to see).
Regarding who had him exiled, doesn't the shadow prince flat out admit it was him? In act 3, he says it to red prince i thought.
All I can say is that their "we were destined to meet, bear children and strengthen the lizard empire" seems sincere. Does she care more for this than prince? I can't tell, i don't know if the developer who first thought her up thought that deep. They probablydid but like many side characters we will never know. Any negative thoughts of her that come to mind are all a result of people trying to kill or capture her, so I don't really see of any intent to make her come off deceptive or selfish.
