I've had this issue.
Here what was happening in my case.
I had fed the owlbear cub during a previous long rest.
After that, the cub never appeared but I would get the "Someone is trying to talk with you..." message (even though I had talked to everyone).
It seemed to me that the owlbear was there but not really.
To "fix" that, I had to do the following :
- Go back to a previous save and feed the owlbear again.
- Long rest again back to back without moving an inch or TP during the day (very important to not move) so the owlbear could properly appear at night.
- Repeat last step until there aren't anymore owlbear related event at the camp.
With "luck", this is the same issue in your case? But it's definitely not normal I'd say x)
Oh, now you say that, it could well have been owlbear cub related in my case, too! It’s happened in two playthroughs of patch 8 and I think in the first case I saw the same owlbear issue as you, and in the second I happened to go back to the goblin camp and though I’d fed the owlbear in my camp it reappeared running around the deserted camp and I interacted with it there. In neither case did it properly reappear, so I just reported the bug and carried on. Larian support did confirm that the owlbear bug was known, and fingers crossed if they fix that it’ll fix this one too.
