I was more bouncing off from your idea:
So you see how there is distinction between unusable skills (the one in yellow) and usable ones? My suggestion was for something simillar to be done for weapons icons (in green), as through those we can access all weaponskills which could potentially be used through multiattack - that way, one could see it is still available even if one doesn't have attacks skills assigned to a hotbar (unlikely scenario, but still a possibility). That said throw isn't a weapon action, and it is also removable so it might not fully address the issue.
https://i.imgur.com/Rz7dUkf.jpgI do like your misunderstanding of my suggestion a lot though - an icon might benefit from becoming a bit bigger so divisions are more clearly visible (especially once one reaches 3/4 attacks per turn, which I think should be possible for high level fighter with speed) but otherwise it could work well without major changes to current UI (or at least I think no major changes - I don't know how much full action icon that can be divided and consumed at different rates would take).
