The english translation on the link image (automatic translation?) said: Swen Vincke told us in an interview that Minsc (and Boo) and Jaheira can be recruited as followers, but they can't be as Origin characters themselves like Elf Astarion can, for example.
Chubbots tweet suggest that Minsc won't be an origin, but still will be the companion. However, camp followers tends to refer to non-playable camp members, like Helsin or Scratch, baby Owlbear or Volo.
The french translation of the article is also : "can be recruited as companions but can't be played themselves as origin".
This also suggest non-origin companions... but if you only take the word Begleiter it translate both to "companions" and "followers".
Still waiting for a german speaking mate I guess... but I'm not sure we will have a clear answer. "Recruited as begleiter but not recruited as origin character" => I would not hope too much.
