I think it triggers immediately if you do the opposite of what you said you'll do. Basically deceiving people. Afterall they did murder two innocent people in the stream, so I do not think it is quantity based, but rather quality.
Though even after summoning that specter they still had the option to regain their purity. Looked interesting ^^
