Is that the change that we have had in 9th, the UI change, because that might be why I am just discovering it.
No, UI was changed in update 7. here is a video feedback I did when it was release - I very briefly click on passives around 13:10 and if you stop you can see no-lethal attack aside attack of an opportunity. I suspect it is the focus on reactions in this update that made you notice the non-lethal options as well
