Maybe I don't understand something, please explain? We can carry two one-handed swords and two one-handed crossbows.
When attacking from the left hand with a sword or dagger, the damage is less (this is understandable, because the dual wielding skill is required to increase the agility bonus) BUT this DOES NOT WORK for a one-handed crossbow.
Your left hand attack damage is added to your agility modifier!
In total, at level 4, a rogue with agility 20 and a helmet at 50% hp can shoot 4 times per turn (hidden attack + 3 left hand attacks). If the weapon also poisons, the total is 1d6+5+2d6+1d4 and 3*(1d6+5+1d4) = 9-27 + 3*(7-15) damage
In total, it turns out 30-72 damage per turn! (if no misses)
looks like the imbalance

Yeah I agree that off-hand crossbow attack should not count in the modifier.

Really, you should not be able to use two hand crossbows since you need to load your crossbow. This should require the crossbow master feat, which is not yet in 5e, but then, you should be able to add your dex to all attacks. I think when this is in the game they will stop letting you dual wield hand crossbows normally.

If you want to be a bit more drastic, you could also limit off hand bonus action attacks to once per turn, though I think rogues long term are kind of bad, so I don't mind them getting this little boost for more damage

Just to be honest, if you need to reload, you would need bolts now wouldn't you?
So as long as you don't need bolts (or arrows) you can keep firing your bow at will, left hand or right hand.....

I would suggest that they can be pre loaded. You can expend bonus actions to reload one at a time.

Round one thief rogue: main action attack, bonus action attack, then bonus action reload.
Round two: bonus reload 2nd xbow, main attack, bonus attack.
Round three: bonus reload, bonus reload, Main attack.

Most rounds would get a main and a single bonus attack.

That’s the best way for this to work. It makes the one handed xbow more of a thief weapon or a fighter with extra action. The one handed xbow is a great bonus weapon if you have extra bonus actions.
