This is related to Bless not being able to just select the targets. I have no idea why you can't begin Bless like Magic Missile where you click the people you want to bless within range and then cast it.
It's not going to make it enjoyable for spells like this in the release. I remember my first Twinned Hold Person in this game failed on an enemy and got the ally.
