Yes you missed several changes since patch 4
Currently Larian has disabled most interactions in a bid to lower overhead i.e, rocks, lesser loot and anvils have all been changed... So now results are much more random and people running mods are the worse hit
As of patch 9
You stand next to anvils and right click parts to select the combine option
Rocks are pretty random if you can get to the loot because some have been given holes while others need to be tossed and a few just can't be used at all
To make the weapon blue print you still need the forge at blighted village because the one at the fort isn't working
