I think that probably the devs original plan for Halsin was for him to be a camp follower that dies at Moonrise Towers and is replaced as a questgive/leader by Jaheira. Because of all the fan love and art though, I think that they'll change that plan and allow for there to be a way to save him so that he can join as a party member after Moonrise Towers.
