A tool-kit a la NWN would be awesome, but it'd be quite an undertaking. If they wanted it to blow up like the NWN modding scene did, it would need to be developed in a manner that the average user could make use of it, with the help of other community additions. However, the one question one has to ask about this is how can Larian and WOTC monetize this? I don't think the 'premium' modules Bioware made were super popular. There were a host of free modules on the vault, passion projects really, that were better.
