What about if you run away and come back after Ethel dies? That worked for me when the masks stayed hostile when I killed her without getting her surrender speech, though admittedly they returned neutral by themselves after last time I turned down Ethel’s deal then killed her. It might just be an intermittent problem with them returning to neutral though, and I was wrong about the correlation with Ethel surrendering.
