The thing with Bond villains is that they go off to enact other parts of their scheme. This is, as far as we know, the whole point of Voss's mission. I don't need characters to be perfectly logical but there does need to be a logic that makes sense for them. Sure he's arrogant, but leaving his minions to get the artefact means that even in the best case scenario, he probably has to wait days for them to bring it to him on foot, as opposed to having his dragon roast us and then taking it himself, which would take a couple minutes tops. When the logical choice is so clearly superior and asks so little of a character, you have to do a bit of extra work to justify why they don't take it.
