To be fair, this is the trend of the industry. As production value ramps up, game sequels are taking longer an longer to make. Just look at elder Scrolls and GTA.
I get your point and agree with you, but TESVI is very much not in proper development until after Starfield's release. the 2018 trailer was just so people would shut up about it.
Morrowind (2001-2)-->Oblivion (2006)-->Skyrim (2011) is fairly consistent.
