It is a bonus action. It grands your party memeber a flexible buff to defence/hit/damage. It's pretty good. Bards can also haste and sleep through spell casting (once they reach appropriate level of course). Bards are a jack-of-all trades support class, they seem to be pretty decent in what they do. No need to break the game any further.
