Most likely they won't include dragonborn so why do you think they would add kobolds?
Actually they said all base Races will be in, Dragonborn are a Base game race.
Not to my knowledge. They said they want (not promised, wanting) all base classes to be in. They never said anything about races, that just often gets assumed/misinterpreted.
