It still is, but in this case it would be called "console launch exclusive", which is similar to timed console exclusive. I didn't make this term lol I don't recall if it was used first by Sony or Ms.
Fortunately, as per @Wormerine’s post above, we have now had confirmation that there is
no sort of console exclusive planned for BG3, and the lack of XBox announcement is instead due to technical difficulties getting split screen coop working on both XBox versions.
Hopefully these will be resolved and we’ll get an XBox release date soon.
