Yep, that's right. Startling behaviour like that would make me think there's something wrong with a woman, and thus consent wouldn't hold up even if interested - but not with some random stranger.
In short, flashing body parts could just as easily impose disadvantage as grant advantage. Keep status quo... Or foreshadow unusually horny/sterile NPC attitude.

Oh, I did run this scenario around the office, and was genuinely surprised! Seemingly conservative Chinese women had attitudes that ran the gamut, shock, laughter - lots of that. They know about 'free the nipple' movement, they're clued up man.
