UPDATE one hour later:
After some more testing with Thunderarrows and fire Arrows, Grease Bottles to get him down from the windmillwing i tried to check up what happens when i travel to another location and travel back per fast travel option.

Solution to this Bug:
- Should you be unable to interact with Barcus Wroot, then travel to another location and travel back. When you enter the Area near the Winbdmill the Questlog will automaticly progress.
Then you can Interact with Barcus Wroot again. You have the Dialog Option to cut him loose or leave him.



Finally one workaround. phew!
