Just to show what I did with my limited skills.
The suggestion, even as is, make the hotbar so much more elegant.

The cursor is still changing when you hover the 2 vertical bars and you still have small red arrows when some icons are hidden... Which may be enough to make players understand that it is sliders. An additionnal small visual element could work too.
