I'd say that it is pre-made characters, but for which we can fully custom their class and abilities and so on (like all companions in DoS2 IIRC).
It could be dissapointing to some players, but if those pre-made characters have a "small" story /quest that is not at all defined by their class, it could be a really cool middle ground between origin and the usual blank slates mercrenaries.

I just hope they are not all "dead people with an unaccomplished mission". It would be a cool background for a companion to be honnest, I love the idea. But I would appreciate it even more if most of the non-origin companions had a unique background rooted in current events.
