I don't play anymore, so I don't know if this is fixed.
Spell scrolls that require the player to make a choice of which version to use, e.g. Chromatic Orb (elemental), Animate Dead (zombie or skeleton), etc. have never worked properly in the game for me. When I played the last run, the Animate Dead scroll didn't work at all.
Any scroll that would normally open an option of choices doesn't allow you to do that.
Things like Metamagic should be usable with scrolls and they are not.
Who knows if Larian is working or this or will care.
