I remember back in February it said something like we can play Baldur's Gate 3 72 hours early if we had it pre-ordered. So basically instead of playing it on the 31st we could start playing it on the 28th. However, I started to get a little worried recently because I hadn't seen this mentioned a lot. Will PC players get this? If yes, will this be different than the current EA? For example, I would expect that we can pre-install the full version of the game so we can have 72 hour early access to Act 1 with the full game instead of the EA versions we currently have. Or will PC players not get this 72 hour access and still only have the current version of EA until the 31st?

they said it clearly in the Steam news. PC will get 72 hrs Act 1 early access if you own the game already, as owning the game now grant you free upgrade to digital deluxe.
and it will be different from the current EA because the current EA is a portion of the actual Act 1. You will have access to the real and full content of act 1 on August 28th.
